The COVERGIRL Lash Blast Cleantopia Waterproof Mascara checks a lot of boxes, featuring a softly tapered brush that builds fluffy volume. However, despite its clean positioning, the waterproof formula relies on polyethylene–a synthetic polymer that many clean beauty shoppers actively avoid due to potential contamination and environmental concerns.
The mascara is packaged in a matte bluish-green tube with a soft, ergonomic grip that actually stands upright instead of rolling off the vanity. The formula performs beautifully, builds volume without smudging, wears comfortably, and the fluffy brush gives that full, lifted lash look. While polyethylene is safe, legal, and common in long-wear makeup, some eco-conscious shoppers prefer to avoid it.
The rest of the formula remains highly clean-leaning for a budget-friendly drugstore option. Most notably, it is entirely free of harsh traditional preservatives like formaldehyde or formaldehyde-releasing agents (such as DMDM hydantoin or imidazolidinyl urea), relying instead on gentler stabilizing ingredients.
A Vegan, Polyethylene-Free Drugstore Alternative
While the waterproof formula relies on synthetic polyethylene to survive humidity and water, the non-waterproof Cleantopia version swaps it out entirely. Instead, it uses a traditional, water-soluble base structured with a blend of paraffin, synthetic wax, and plant waxes like Carnauba and Rhus Verniciflua (Fruit Peel) wax. While it still contains petroleum-derived mineral waxes, it completely bypasses the microplastic concerns associated with polyethylene.
Is Luxury Mascara Cleaner Than Drugstore?
There is a common misconception that synthetic polymers like polyethylene are only used in “cheaper” drugstore makeup. In reality, polyethylene is widely used across the entire pricing spectrum, including luxury and high-end cosmetics. Legacy luxury houses (like Chanel, Dior, and Estée Lauder) frequently use it in their best-selling waterproof formulas because it is an incredibly reliable, low-cost chemical stabilizer that guarantees 24-hour wear.
Polyethylene is, however, petroleum-derived and non-biodegradable, raising environmental red flags. Microplastic pollution and concerns around residual contaminants (like 1,4-dioxane) make it controversial. particularly among consumers who are health conscious and sustainability-minded.
The Regulatory Divide: U.S. vs. EU Standards
Leave-on cosmetics–including waterproof mascaras like Cleantopia–were left entirely out of the scope of the U.S. Microbead-free Waters Act of 2015.
The global landscape, however, is forcing a massive industry rewrite. Due to the EU’s updated synthetic polymer microparticle (microplastic) regulations, cosmetics brands have an extended timeline to phase out intentionally added microplastics. By the mid-2030s, regulatory law will force polyethylene out of all European cosmetic formulas. Until domestic policies shift, clean beauty brands will continue to navigate these differing regional standards, leaving consumers to choose formulas based on their individual ingredient preferences.
